IG&H and Sec-TA launch CrisisShield to strengthen incident response readiness in the Netherlands and Ukraine

When a cyber crisis hits, the first hours decide everything. CrisisShield makes sure civilian organizations in both the Netherlands and Ukraine know exactly what to do.


Cyberattacks on civilian organizations, such as hospitals, regional governments and essential service providers, are no longer edge cases. Ukraine has faced them at wartime scale and intensity for years; Dutch organizations face a rapidly hardening regulatory reality under NIS2 and its national implementation. What both have in common: when an incident strikes, the difference between chaos and control is made by preparation.


That is why we are proud to announce CrisisShield, a joint project by IG&H (Netherlands) and Sec-TA (Ukraine), funded under the Netherlands–Ukraine Cybersecurity Fund (NL-UA CF) grant program of the Netherlands Enterprise Agency (RVO), coordinated by the Dutch Cybersecurity Coordination Centre (NCC-NL) as part of the Tallinn Mechanism.


What CrisisShield delivers

Over six months, IG&H and Sec-TA will co-develop and validate:


  • A complete Digital Forensics & Incident Response (DFIR) package for organizations: incident response playbooks, a forensic triage toolkit and evidence and reporting templates. All this mapped end-to-end against relevant cyber regulations (NIS2, GDPR, DORA, the Dutch Cyberbeveiligingswet and Ukraine's cybersecurity framework).


  • The CrisisShield Command Center training platform: A prototype that brings the method pack to life: a single platform to train operationally for incident coordination, triage, evidence handling and regulatory reporting clocks, so response teams act fast and stay auditable.


  • Validation with real beneficiaries: The package will be tested and refined with Dutch healthcare organizations and Ukrainian regional administrations.

Learning in both directions

This is not a one-way transfer of knowledge. Ukraine's cybersecurity community has accumulated incident response experience under conditions no tabletop exercise can replicate. Dutch organizations bring deep expertise in regulatory alignment, cyber governance, project management and awareness trainings in critical sectors such as healthcare. CrisisShield is designed so that both ecosystems come out stronger, exactly the ambition of the NL-UA Cybersecurity Fund.
