Ukrainian cybersecurity company A42, together with the Dutch consulting and technology company IG&H, has launched the international project CIVILIA (Civilian Infrastructure Visibility, Intelligence & Alignment) under the Netherlands–Ukraine Cybersecurity Fund (NL-UA CF) grant program to boost cyber resilience of Ukrainian civil organizations.
The A42–IG&H consortium is among the projects selected for funding by the Government of the Netherlands. The program aims to foster cooperation between the Ukrainian and Dutch cybersecurity ecosystems and promote the adoption of modern cybersecurity solutions. It also aims to strengthen the cyber resilience of Ukraine's civilian sector.
The CIVILIA project aims to help Ukrainian organizations detect cyber risks early and conduct continuous monitoring of their external digital infrastructure. It also supports practical measures to improve their cybersecurity in line with current European approaches.
As part of the project, 15 Ukrainian organizations will be selected to receive, free of charge:
an initial assessment of their external attack surface and cyber risks;
access to the A42 Recon+Exposure platform for four months of continuous monitoring of external digital infrastructure;
expert recommendations for addressing identified risks and strengthening cyber resilience;
a tailored Cyber Resilience Toolkit with practical tools for further developing their cybersecurity.

Eligible participants include government authorities, local self-government bodies, healthcare institutions, utility companies, and other organizations that provide essential services to the public.
"We are grateful to the Netherlands-Ukraine Cybersecurity Fund for supporting the CIVILIA project. First, because millions of Ukrainians depend on civilian infrastructure every day. Second, this initiative builds a foundation for deeper cybersecurity integration and knowledge exchange between Ukrainian and European organizations — and shows what public-private partnership can achieve in practice. By combining A42 and IG&H expertise, we give Ukraine's civilian organizations tools to strengthen their cyber resilience today and build systemic protection for the long term," says Olga Nasibullina, Co-founder and CEO of A42.
“CIVILIA is what genuine bilateral European collaboration looks like: A42's frontline experience defending Ukraine's civilian infrastructure, paired with IG&H's enterprise MSSP methodology, shows how we are stronger when we come together. The result is fifteen organizations under continuous monitoring, a reusable civilian-sector onboarding toolkit, and knowledge exchange between the Netherlands and Ukraine,” says Giovanni Ferronato, Senior Manager Cybersecurity at IG&H.
The selection of Ukrainian organizations to receive cybersecurity support under the project is currently underway.
The project is being implemented with institutional support from the Ministry of Digital Transformation of Ukraine and the State Service of Special Communications and Information Protection of Ukraine.
